KNOXVILLE, Tenn. (WVLT) -- Knox County voters shook up Knox County government as they headed to the polls on Election Day by passing a charter amendments that will shrink the size of Knox County commission in 2010, pave the way for a Charter Review Committee, and approved a liquor-by-the-drink referendum. However, voters rebuffed an effort to put the choice for three county fee offices into the hands of the Knox County mayor.

Charter Amendments 1,2 and 3 passed, but Charter Amendment 4 failed by a nearly-45 percent margin.

Liquor-by-the-drink passed with about two-thirds of the vote.

Congressman John Duncan, Jr., carried Knox County and handily won re-election.

Incumbent Tennessee State Senator Jamie Woodson beat Bob Scott with nearly 70 percent of the vote.

Incumbent State Representative Joe Armstrong won with more than 70 percent of the vote.

Incumbent State Representative Bill Dunn won with slightly more than 70 percent of the vote.

Incumbent State Representative Frank Nicely won more than 70 percent of votes in the portion of Knox County that he represents.

Richard "Bud" Armstrong won the 8th District Knox County Commission seat A that was left vacant by now-Property Assessor Phil Ballard.

Joy McCroskey won the race for Knox County's Criminal and Fourth Circuit Court Clerk.
