WASHINGTON (AP and WVLT) -- The Democratic-controlled House has passed historic health care legislation to provide medical coverage to millions more Americans.
Most Americans would be required to carry insurance and large employers would be obliged to cover their employees.
East Tennessee congressman Jimmy Duncan calls the plan unconstitutional and un-affordable, saying health care's problems began only with Medicare and Medicaid forty years ago.
"We took what was a very minor problem for a few people, he says--and turned it into a major problem for almost everyone.
