PART TWO: TennCare mental health patients may see changes in benefits

KNOXVILLE, Tenn. (WVLT) – Tennessee’s governor has proposed millions of dollars in budget cuts, and some TennCare benefits have found their way onto the chopping block.

Governor Phil Bredesen has proposed putting a cap on the number of visits TennCare enrollees can take to the doctor each year. That doesn’t sit well with thousands of people that currently participate in the state’s Medicaid program.

Luther Willis suffers from mental health problems.

“I'm a schizophrenic and manic depressant," he told Volunteer TV News.

Willis takes part in programs at the Friendship House, where he frequently spends time around people suffering from the same problems.

“You learn more about your illness, how to treat others and be nice to others,” he said.

Unfortunately he has already lost his TennCare coverage and can’t participate in all the programs.

"They won't let me take classes,” Willis said. “When I go to the doctor, I have to pay for it myself. I have Medicare and its kind of hard paying for it."

There are thousands of mental health patients like Luther who were dropped from TennCare in 2005. With the already gloomy state budget this year, those who still have coverage could soon see a change in their benefits.

"This time around we're not necessarily discarding,” said Ben Harrington, executive director of the Mental Health Association of East Tennessee. “What we're talking about is keeping you in the program, but giving you a whole lot less."

Among those changes is a proposed cap that would cover only eight visits to the doctor’s office a year.

"I would suggest we seriously take a look at the TennCare caps,” said Harrington, “and say that people with mental illness be exempt from caps."

"Most of them that we would be proposing are not reductions,” said Kelly Gunderson, a spokesperson for TennCare. “It’s just a reflection of where we are as state revenues are down and we have to live within our means."

TennCare representatives told WVLT Volunteer TV News that they realize people with mental illnesses are especially vulnerable, so they are trying to minimize the impact.

"Case management visits don't count against your visits per limit,” said Gunderson. “Also the brief medication management visits where someone may go and check in to make sure the medication is working properly, that will also be exempt from the limit."

Mental health patients like Willis are just hoping for a change in health insurance.

“I've seen a lot of changes in our society,” he said. “It seems like they should make a way for those who don't have insurance to have insurance to be equal."

If you are on TennCare and don't want to see physician visit caps, Harrington says you should write your Medicare and Medicaid services.

I am one of the ones that got took off Tenncare.And I desperately need it.I can't afford to go to the doctor because I don't have insurance and I can't get any because i've had cancer and a lot of other major health problems.I think he should shut up about higher education and take the mexicans off and help us that need help.And take off the young girls having babieseveryday that are unmarried.Let the babies dads insure them.We draw 1600.00 a month and they asked us 984.oo a month for insurance.Ican't wait until he gets out of office.He wants all of us people that can't get insurance to die.I agree these doctors should not be allowed to abuse tenncare.I only take what i have to.Iknow one lady that took 17 prescriptions a month.I also know people that draw ssi that don't need it.They took mine because i did'nt draw ssi.I on 100% disability and can't draw.It's a shame about that 14 yr. I saw on tv.

Rarely do you see anyone charged w/misuse of TNCARE anymore. Weed out the frauds and you wouldn't be making cuts. Only 2 people know what a person needs, the person and their doctor, not someone sitting in an office pushing paper! Cut the waste in the system not the needs (waste=gov spending) that goes for the Federal gov also. $$ spent on junkies/methheads that get right back on the stuff is a waste and a way to stay out of jail, pitiful when people have real medical needs both mental and physical, those monies could go towards these so called 'cuts'.

If the Doctors in union county and other countys would stop draining tenncare there wouldn't be a problem with it the doctors just keep people coming to get pills and recheck they don't need Doctor chinta office is bad for it he gave my mother 87 perscripts in one year she didn't even see him that much he pushes pills thats why tenncare and people are getting kick off he needs to be checked up on it not right he was treating me for something i did not even have he should be shut down he has got so much money off tenncare he has 3 offices he started out with a doublewide in union county we have reported it to tenncare but nothing ever was done just the poor people getting kicked off while hes still getting rich off tenncare you want something done mr Bredeson stop people like him from draining tenncare
