Jaws of life used to free driver of car involved in accident

Car accident at corner of Mabry Hood and Bob Gray tonight at 7:30pm, causing one of the involved cars to flip over in a ditch. Both drivers seemed ok although the driver of the flipped car had to be freed from the car by rescue personnel using the jaws of life.

Why are only a portion of the EMS/Rescue/Fire wearing safety vests? Isn't it state law?
