What was this person's name. The one who was hit by lightning?

Had the Roane County Emergency Management people done their jobs and warned people about the eminent danger, less people would have been hurt! They had a fully equipped truck there with doppler radar 200 yards from where the lightning struck!. I pulled up the doppler on my PDA Sprint phone and it said deadly lightning so we took off for the car. Instead of warning people, the police are cruising up and down the street to look cool, when they should have been on the loudspeaker telling people to seek shelter! They had lots of cool equipment, but don't know what to do with it.
