KNOXVILLE, Tenn. (WVLT) -- Millions of your tax dollars are going to provide cell phones for people who can't afford them.

This month Tennessee becomes the first state in the SafeLink Wireless program.

In an emergency, cell phones can mean the difference between life and death.

No one disputes that, and most agree that giving needy people cell phones to call 911 sounds reasonable.

But in these tough economic times, some say using your tax dollars to subsidize cell phone minutes is not a good call.

The billboard sounds too good to be true, free government-funded cell phones. The offer is real, but it's not free to taxpayers. Some say it's a sign of government gone too far."

Knoxville resident Larry Lee says, "My immediate reaction is, it's the federal government taking money out of my left pocket, taking a surcharge for administration and putting it back in my right pocket, because it's just not something the federal government has any business doing."

But the government is in the business, in a way. Tracfone provides the phones. Low income people who qualify get 68 minutes of free airtime without signing a contract. Tracfone pays $3.50 per person, but the federal government pays $10. With over 800,000 eligible Tennesseans, there's potential to spend up to eight-million dollars of your tax money. Tracfone makes no apologies.

Jose Fuentes is the director of government relations for Tracfone Wireless. He says, "Since when did safety and access become a privilege. Everyone should have 911 access, everyone should have that right."

911 access is free even when the minutes run out. Some taxpayers say giving truly needy people some additional minutes seems reasonable, too.

Knoxville resident Eddie Plunkett says, "I think it's got some real merit. Particulary in certain age groups and health conditions and everything. I think it would be really advantageous."

Still, some say there's already a better way to fix the problem.

Lee says, "A lot of them are coming from non-profit organizations, people voluntarily donating money, donating old cell phones and they're refurbished and provided to people for emergency use. The cell phones companies themselves are providing this. Why do we need the federal government in the midst of this?"

Tennessee came first, but it won't be the last. Tracphone expects Florida, New York and other states to follow soon, providing help for more people and increasing your tax burden.

This is so stupid!!! This is not a necessity! My family's hard earned money (that we need!) is being wasted on this?!?! No one "NEEDS" a cell phone. My reps are going to hear what I think about this!

I think this is nuts! I feel it is another way for deadbeats to ride the system. I have talked to people and noone knew this was happening until the deal came up. We are all going to write our reprasentatives and tell them the taxpayer says no!! They vote against us we can vote them out!!!

I do not live in Tennessee. I live in Ohio but for me this program would have been a Godsend. I have a special needs son and I work a part time job. Full time jobs are few in this area and hard to come by. Like many in this area, I find myself having to depend on government assistance. I am not lazy. I work in home health care. I have a college degree, but nobody in this area hires for what I went to college for. I am now back in college raising a special needs son and there have been times when I had to choose between paying the phone bill or having food to eat because we make a dollar too much for food stamps based on adding my son's SSD in with our monthly income. We depend on food pantries because there just isn't much money left after paying the bills. The reason we have internet is because it provides a part time income and free samples which can help us get through tough times. I do paid surveys and paid emails. I am sick of ppl's opinions that ppl who get government help r lazy!

This is crazy! A cell phone is a luxery, not a right! We have the right to free speech, we have the right to arm ourselves (at least for now, I'm sure within 10 years these rights will be gone) but there is no right to weild a cell phone! Go to the website for these phones safelinkwireless.com. If they use up the free minutes, they can buy more, I guess tracphone has found a new market! And why is voice messages, text messages and call waiting included? These phones should only be programmed to allow 911 calls, nothing else.

Man some of you people are just trashing talking everyone on Welfare or whatever when you dont even know bout their circumstances. Yeah I will agree that some people abuse the system and make it harder for those who really need the help to get help. YOu know those that are doing all they can to make in it this already expensive life. Things and life are different for everyone so lay off. There are some people out there that just abuse it and I dont really agree with the cell phones either, but with 68 minutes thats not much...

Again I find myself taking the unpopular stance. Not all emergency calls can be made from a home phone. I kept an extra cell phone in my pocket when my elderly mother became prone to falling and couldn't reach the home phone. Luckily, my family could afford this "luxery"..she didn't need 911, she needed a family member. This could be a good thing with a little oversight but as we have seen with TnCare, SSI, that is a rare commodity and the people who are most needy often get overlooked. We as a nation must take care of our little children and our elderly and at both, we are currently failing sadly.

Stupidity is showing how can you possible belive that everyone who needs help is on welfare or they have cell phones? Some people can not help the cirsumcance they are in. When they could not get insurance because of water surge!! It was a disaster get in the real world. These are US citizens.

Unbelievable. The folks in Nashville have finally lost their minds. They won't rest until they have all of our money.

This is to Heather: If your father-in-law can afford a gun to hunt; afford ammunition for the gun; transportation to get to the woods to hunt; then he can afford his own d*mn cell phone!

most of these people are riding the system to death... Free food, free utilities, free housing, free medical, free meds, free education, free gas to go to school, free child care too Heck NOW a cell phone.. The majority of them are under 50 getting free gastric bypasses etc. They are going to 2 year schools for 5 years, they are on disability and they are NEVER going to work!!! If they have illegit kids they make more money staying home that most middle class people make with 2 jobs.. HEY maybe I'll just get a 3rd job to support some more of this BULL!! Call 911 you say, they are already in the ER's everyday getting their free drugs!!! WHAT A WASTE?? Yes some unfortunate elderly people may need them, but 911 is a free call so why would you buy minutes???? Let them earn minutes in some way, OR just forget about it.. AND btw where is all that lottery money going????

Posted by: Weary Location: Karns on Aug 29, 2008 at 10:50 PM
Ths state is in such dire financial conditions they have resorted to laying off workers and not filling vancancies. But they have funds available to provide the welfare trash of Tennessee with a free cell phone. There is no incentive for these deadbeats to do for themselves. They get housing assistance, food stamps, WIC for their rugrats, medical care, and even free day care in the form of Pre-K. To qualify for Pre-K in our PUBLIC schools my daughter-in-law was told English needed to be a second language and the child had to qualify for free meals. And now a free cell phone. Who's brillant idea was this? Apparantly Knox County isn't the only governmental body that needs to be cleaned. I'm tired of my tax dollars going to support these deadbeats. Also remember when you buy a lottery ticket in the state of Tennessee they are using some of those funds to fund the Pre-K program.

This is the most ignorant program the state of Tennessee has gotten involved with in recent memory.

thank you mr "live within your means" bredesen.

Most of the people that will want these phones already have cell phones. Most of these people get ssi and food stamps. this is another misuse of taxpayer dollars.

I agree This Is just STUPID I am on Disability or Part time Disability and can only make 600 extra and now they want to take the reat and Give It to Cell Phones what about the ones that have Lost their Jobs? I am trying to put a Daughter thru College

This is one of the most idiotic ideas they have ever come up with! If they would stop giving all this stuff to people for free, they might get off their butts and go to work! Why wouldn't people want to live off the government, they have more than the hardworking people. Give phones to the elderly or the disabled if you just feel it's neccessary to spend MORE tax dollars but not the deadbeats.

leave it the way it is where an old phone calls 911. thats the only one they need to call in a emergecy there is no need for the gov. to get involved just pass a old phone to a new person..

"NEEDY" PEOPLE DON'T NEED CELL PHONES; NOBODY IS GIVING ME A FREE CELL PHONE AND FOOTING THE BILL FOR MINE!! "NEEDY" PEOPLE NEED HOUSING, HEALTH INSURANCE, HELP WITH MEDICATIONS AND FOOD!!! THIS IS THE DUMBEST THING I'VE EVER HEARD OF!!! ONCE AGAIN, THE ONE'S WHO WILL FOOT THE BILL DIDN'T GET A VOTE ON WHAT OUR $$$$ IS SPENT ON!!!

Posted by: Heather Location: Powell, TN on Aug 29, 2008 at 12:04 PM
I think free cell phones is a good idea. People who cant afford them, but still like to do the "outdoor activities" should have one. If something happened to my father-in-law in the woods when he is hunting, is he just suppose to lay there and die? NO, he would be able to get help that may save his life. Thats what people should think about, the people who need it not these people who won't work and use the government for anything and everything, but the people who need the 911 access or the phone to call for help. Nashville needs to think about it and put a few rules to the free phone and make it for "Seniors, 50 " for this government fund.

Posted by: Anonymous on Aug 29, 2008 at 10:36 AM
This is just plain stipid. Here is an idea, why not give people $1 for their old cell phones then redistribute them(without minutes cause they can still dial 911). This would put a dollar in the tax payers pocket instead of millions in the companys pocket.

Posted by: John Location: Jefferson City on Aug 29, 2008 at 10:00 AM
The State doesn't have money for schools or health care, but it does have money for cell phones? People lived just fine w/o cell phones ten or so years ago! Bredesen needs to govern better. When he first took office he said something along the lines of proving that Tennessee did not have money or meth issues. It may not have been like that when he took office, but it is now! And now this cell phone idea. What a waste! Nashville needs to get its priorities straight!

Posted by: Joe Location: Knoxville on Aug 29, 2008 at 08:50 AM
This is absolutely ridiculous. People lived for YEARS without cell phones, some people still do. Why do the fiscally responsible always have to cover the butts of "those in need". And to Mr. Fuentes, everyone does have access to 911 through a land line, which you will probably find in at least %75 of all homes. You are correct, everyone has the right to safety , but it is a privilege to own and responsibly use a cell phone. Also, where exactly does it lay out the details of if you go over the allotted 68 minutes per month? This plan will be abused, and the tax payers are going to suffer.

Posted by: annette Location: knoxville on Aug 29, 2008 at 08:42 AM
I am a state employee and we did NOT get a raise this year and some of other employees are being laid off but I guess we can afford to give everybody a cell phone. Our insurance went up along with everything else so we are making less than we did last year. I say let somebody who has had to struggle to make ends met get ahold of the budget.

Posted by: DUANE Location: MAYNARDVILLE on Aug 29, 2008 at 07:49 AM
Is there anything else that us hard working middleclass people can do your the needy? Chop TennCare because it too expensive and give them cell phone?????

Posted by: tennessee citizen Location: tennessee on Aug 29, 2008 at 04:30 AM
if the 911 service works without the minutes being applied then why not just give the phone and not supply the minutes? or is someone out there getting the kickback from the tracfone company, hmmmm makes you wonder.

Posted by: Maggie Location: Powell on Aug 29, 2008 at 03:27 AM
This makes me mad! I don't have anyway to get insurance, have had a heart attach,Very high Dr. & Hospital bills can't get any help. Now of all things, even though I am not really able to work, I do work, now I am to help pay for cell phones for people when I can't even afford my meds! This is wrong!

Posted by: Mary Location: Morristown on Aug 28, 2008 at 07:18 PM
I do not agree with this because for the simple fact that it would not go to the real people that need them. The phone would more than likely go to the hispanic population like all the other things they get from the goverment that the average white or black population can not get. The money that the goverment is using this for shoul be used for the elderly that REALLY need the things they can not get aide for.
