ANDERSON COUNTY, Tenn. (WVLT) – Anderson County authorities arrested a fugitive from justice Wednesday night in Clinton.

Clinton Police said they pulled over Norman Barclay, 43 after noticing his car matched the description of one spotted earlier in the evening and suspected of being operated by an intoxicated driver.

An officer pulled him over in front of the Rocky Top on N. Charles Seviers Blvd. At first he was uncooperative; however officers were able to positively identify him and learned three things during the routine traffic stop.

The first was that Barclay was driving while intoxicated.

The second was that the car he was driving was stolen.

The third was that Barclay was wanted by the state of Michigan for absconding while on parole from the Michigan Department of Corrections.

Barclay apparently had prior convictions for breaking and entering, larceny, prison escape and receiving and concealing stolen property.

He was booked into the Anderson County jail just before 10:30 p.m. and was being held for the state of Michigan his parole violation as well as driving under the influence, driving on a revoked license, theft over $10,000, violation of implied consent, violation of the open container law and violating the financial responsibility law.

Chief Rick Scarbrough praised Officer Randall Chisum, 911 dispatcher Amanda Carter and Anderson County Corrections Officer Dustin Collins for getting to the bottom of the case.

“They all gave extra effort to get all the available information on the suspect,” Chief Scarbrough said in a media release. “If not for their attention to detail, the suspect could have possible escaped the Michigan charges.”

Barclay will be extradited back to Michigan after the local charges have been worked out. On Thursday night he was still listed as an inmate at the Anderson County Detention Center. His bond was set at $118,000.
